The number of the people who were at the presentation of Victor Hvozd's monograph “Historical, Legal and Political Aspects of the State's Intelligence Activity” shows once again that Ukraine is well aware of the importance of such state structures as intelligence. And this is a pleasant fact at the time when true patriots of our country have to defend their independence in a serious confrontation with our “forever brother” — Russia.
It should be noted that the topic of this confrontation one way or another sounded in each speech of the invited to the presentation, in particular, Vyacheslav Bryukhovetskyi, Volodymyr Ohryzko, Anatoliy Frantsuz, Yuriy Mykhalchyshyn. They were supplemented by others present on January 24, 2019 (the day of the 100th anniversary of the Ukrainian Foreign Intelligence) in the hall of “Ukrinform”, — former intelligence officers, diplomats, journalists, writers, students of Kyiv's universities. So speakers were the people who know what is what in such responsible activities as intelligence. And the questions to the author of the monograph were clear, and demanded not general, but exact, supported by facts and citing the events that have become or are becoming history, but which do not lose their importance.

— The peculiarity of this book is that at last, the Soviet approach to the history of intelligence has been overcome, — V. Bryukhovetsky emphasized in his speech. — Viktor Ivanovych is good at looking for facts, finding and generalizing them. I think that it is necessary to write on this topic, publish such books, and they will be very popular, especially with young people. I thank you very much for this book and for your further plans.

Everyone who took the floor, drew attention to the fact that the monograph is first of all unique and thus very useful. It describes how intelligence agencies were created in the countries which today play a major role in geopolitics, and also shows why and how they are controlled by the state leadership, paying attention to their national peculiarities.

As for what and how it all is used now in our state — here the author had to tell the present, referring to his practical experience gained in his time while serving on officer positions in Trans-Baikal region, the Balkans or UN bodies, as well as in command positions in the military or political intelligence of Ukraine.
— Actually this is the book of my life”, — Victor Hvozd said in his speech. — The course I have been lecturing for three years for students in the Kyiv-Mohyla Academy, became the basis of this book, and technically the material was prepared for publishing within a year.
