A Lecture for Teachers and Students of the Serhiy Korolyov Zhytomyr Military Institute

 

At the invitation of the Serhiy Korolyov Zhytomyr Military Institute, on 7 February, 2017, Vice President of the Independent Analytical Centre for Geopolitical Studies “Borysfen Intel”, Candidate of Military Sciences, Associate Professor, Lieutenant-General Yuriy Radkovets conducted a lecture for teachers and students of the Military Institute themed: “Lessons of Russia's “Hybrid war” against Ukraine”.

 

Today, almost three years have passed since the beginning of the treacherous Russia's occupation, followed by annexation of the Crimea and Russia's armed aggression against Ukraine in the Donbas.

The vast majority of leading international and domestic, both public and independent political analysts, political-military experts, military experts and analysts agree that as part of its neo-imperial “hybrid policy”, Russia launched and continues to conduct against Ukraine the so-called “hybrid war” that is, a full war — “hybrid” in form and “asymmetric” in nature.

Its peculiarity is conducting aggressive military operations under the guise of illegal (informal) armed forces and the simultaneous use of a wide range of political, economic (including energy, trade and economic), as well as information-propaganda activities, with which, as a rule, this “hybrid war” begins, and which accompany it throughout the period of hostilities. A number of leading Western experts not without reason have called it another “war of the new generation” or “a new generation war”.

Experts of the Independent Analytical Centre for Geopolitical Studies “Borysfen Intel” in April 2016 completed an intermediate analytical study of the first two years (2014–2016) of the Russian-Ukrainian conflict themed “Russia's Armed Aggression against Ukraine: Peculiarities of Preparation and Conducting; New Challenges and Threats”, the results of which have been tested both in Ukraine and abroad and have found recognition and support.

Today, they have continued to study this phenomenon on the main lessons of Russia's “hybrid war” against Ukraine, which, according to experts of “Borysfen Intel”, may be useful for the improvement and development of the security and defense sector both of Ukraine and other countries in the situation of Russia's preparing and conducting “new-generation wars” against the united Europe (EU), the USA/NATO and the former Soviet Union countries.

Besides, in the geopolitical aspect, the three years of Russia's “hybrid intervention” against Ukraine have exposed vulnerabilities in the international security system, which, among other things, according to “Borysfen Intel”'s experts, needs:

  • rethinking and revision of the basic principles of the maintenance of national security of Ukraine and fundamental restructuring of the entire security and defence sector of the state in order to bring it into line with new challenges and threats;
  • making adjustments in plans for development, reform and modernization of the Armed Forces and other security agencies of Ukraine, taking into consideration the experience of the ATO in the East of Ukraine;
  • creating an effective system of information security of the state as a tool for counteracting the effects of external influence, as well as information support to Ukraine's domestic and foreign policy;
  • improving the capacity and effectiveness of the intelligence agencies of Ukraine with the purpose of timely intelligence and information support of the highest state and military leadership for its decision making in the sphere of national (military) security, adequate to real threats;
  • development and legislative consolidation of the Concept (Strategy) of De-occupation of Ukraine as a national geopolitical idea in the development of the strategic policy of preservation and affirmation of its European self-identity;
  • development and introduction into the practice of international law of a new international legal mechanisms and tool for immediate resolution of conflicts, one side to which is the Russian Federation.

 

The quintessence of the lecture was a deep analysis and thorough assessment of conclusions and lessons of Russia's “hybrid war” against Ukraine and “Borysfen Intel”'s experts' practical proposals on how to take into consideration and use the lessons of the “hybrid war” in Ukraine's security and defense sector, which caused great interest in the audience.

After the lecture, Yuriy Radkovets answered many questions about the peculiarities of the Russian-Ukrainian conflict in the Donbas and the current military-political situation around Ukraine, many of which were beyond the lecture's theme.

Yuriy Radkovets also presented the objectives and research areas of the Independent Analytical Centre for Geopolitical Studies “Borysfen Intel” and its place in the public space.

The management of the Serhiy Korolyov Zhytomyr Military Institute expressed hope for further fruitful cooperation with the experts of “Borysfen Intel” within the framework of the educational process at the Institute.
