03.04.2018 “Ukraine's Military Intelligence at the Turn of the Third Millennium”

Before the presentation of his book “Ukraine's Military Intelligence at the Turn of the Third Millennium” at the National Academy of Public Administration under the President of Ukraine, Victor Hvozd had several times participated in such events, but this one, in his opinion, was one of the most interesting and lively. Perhaps because the audience, which this time included civil servants, lawyers, representatives of local self-government bodies, tried to perceive information, so to speak, from their professional point of view and to compare it with their experience. Not least because of Ukraine being once again experiencing hard, fateful times, and its concerned citizens do care what our future has up its sleeve for us, and the moment has come when it is necessary to honestly call things as we see them. We can't do without intelligence experience here. It was in this tonality that the communication continued.

“The profession of the intelligence officer is often ungrateful,” said Victor Hvozd at the beginning of the meeting, because the high officials not always know and can use such an extremely important and necessary tool for making important decisions both in the political and military spheres, but of course, it is honorable, needed and interesting.

And he told (of course, within measure) for what this instrument of state policy is needed, how citizens are involved in such special structures, how and in what way they have to do, how intelligence information is used, and how legal intelligent activity is regulated by law.

Speech of the author of the book was accompanied by special slides, made by specialists of the “Borysfen Intel” Independent Analytical Centre for Geopolitical Studies. There were also concrete examples from the huge amount of work done by the intelligence officers. Clearly, this won't not involve the participants of the event in this kind of activity, but the fact that each of them, subsequently fulfilling their duties in responsible government posts, will be better aware of some things associated with this topic — undoubtedly.

Students of the Academy asked, in particular, about the role of peacekeepers in armed confrontations, and if they could intervene in the events in the East of Ukraine and reduce the “degree of voltage” to zero? Based on his experience gained during the military events in the Balkans in the 1990s, Victor Hvozd is inclined to believe that the presence in the Donbas of peacekeepers will be able to put an end to the hot phase of the conflict, but to resolve the main issue of the reintegration of the occupied territory in Ukraine's constitutional field will take a long time and efforts against the background of modernization of the whole life in Ukraine. “Peacekeepers can settle the confrontation, but only partially,” — he said briefly, answering the present's questions.

The audience was interested in the role of the Foreign and Military Intelligence in building the Ukrainian state in general, and especially in the post-Maidan period, when Russia dared to “grab” the Crimean Peninsula from Ukraine.

“Those events take a lot of place in the book”, — said Victor Hvozd, — “and everyone, turning over the pages, can draw one's own conclusion while getting acquainted with known and little-known facts. I tried to write them in an unbiased manner, taking into account the situation at that moment”.
