Liberation of the Donbas in the ATO Format Is Impossible

The Secretary of the National Security and Defense Council of Ukraine O. Turchynov believes that the Anti-terrorist operation (ATO) in the Donbass should be completed, as it is impossible to liberate the occupied territories of Donetsk and Luhansk regions within the framework of this format. In fact, he suggests moving to a new format of the country's defence from a hybrid war with Russia.

Besides, in his opinion, it's time not only to recognize some regions of Donetsk and Lughansk regions as occupied, but also clearly, at the legislative level, to determine the principles of state policy regarding their de-occupation. That is, we need an effective mechanism for defending the country, and for this it is necessary to legislatively give our President the right to use the Armed Forces and other military formations of Ukraine against Russia's hybrid aggression.

What changes does the NSDC Secretary mean? And what should be the new format of ATO? In this context, Ukrinform has asked military and political experts.

Among other experts interviewed by the correspondent of the agency Myroslav Lyskovych, there was also Vice President of the Independent Analytical Center for Geopolitical Studies “Borysfen Intel”, Candidate of Military Sciences, Associate Professor, Lieutenant-General Yuriy Radkovets, who expressed his point of view on this issue, which mostly coincides with an assessment by the military-political expert environment of Ukraine.
