I. Major Events and Trends in the Development of the Situation in and around China

The leadership of the People's Republic of China demonstrates the immutability of the main principles of the country's foreign policy, which were determined by the 19th National Congress of the Communist Party of China (CPC) in October last year. May 15, 2018, at the first meeting of the Foreign Affairs Commission of the CPC Central Committee, Xi Jinping, General Secretary of the CPC Central Committee, called for “opening up new prospects of major-country diplomacy with Chinese characteristics”.

Among the priority spheres of such efforts were named the deepening of multi-vector diplomacy, promotion of the Chinese initiative “The Belt and Road”, intensification of the PRC's participation in the construction of the global governance system, as well as protection of the sovereignty, security and interests of the country. According to Xi Jinping, China managed to pave the way for its diplomacy and achieve historic success. At the same time, he pointed out the growth of uncertainty and instability in the modern world, which creates both challenges and chances for the People's Republic of China.

Xi Jinping stressed the role of the Foreign Affairs Commission of the CPC Central Committee as the main body that takes key decisions in the country's foreign policy and coordinates and controls the implementation of them. The meeting also approved documents including the working rules of the Foreign Affairs Commission of the CPC Central Committee.
