Officials Discourage Large Companies from Shale Gas Production

It seems that the current officials with their actions discourage leading companies from exploration and possible production in Ukraine of the so-called shale gas.

Such conclusions can be drawn if we analyze the criticism of the Production Sharing Agreement between the Shell and the local company of questionable reputation, which has been allegedly instructed to cooperate with Shell in the East of Ukraine.

The situation is even worse in Western Ukraine.

In particular, President Viktor Yanukovych, and the Government represented by the Minister of Energy and Coal Industry Eduard Stavytskyi, and local authorities neglected interests of the community of Ivano-Frankivsk, and of Ukraine in general, when on the 20th of August, 2013, during a session of the Regional Council they did not find arguments in favor of exploration and production of shale gas at Olesko resource with the participation of Shevron.

Similar solutions can be expected from Lviv Regional Council. After all, in Lviv region, as in Ivano-Frankivsk region, the work with local communities has been reduced to a formality.

Sadly, no conclusions have been drawn from this criticism of the situation around shale gas production with the participation of Shell and non- transparency of the local firm.

So, in general, the project needed by the state has been put into question.

There is no doubt that Ivano-Frankivsk Regional Council, like other Regional Councils in Galicia, is guided by interests of the Ukrainian state. But above all, it is guided by interests of local people and nature.

But authorities 'attitude to these interests is not serious: they did not work properly with the local population, did not assure in the safety of the proposed technologies, did not point out benefits of energy independence, etc.

In fact, what should have been done by experts from government was done by their opponents. And was done successfully.

After all, ignoring on the part of authority in Western Ukraine is not perceived. Because there people still remember too well how central and local occupation authorities had been ignoring interests of the community and Ukraine.
