October 24, 2015. A Meeting with the President of the American Potomac Foundation Phillip Karber

October 24, 2015, the Independent Analytical Center for Geopolitical Studies “Borysfen Intel” was visited by a leading expert on international security and military strategy, the President of the American Research Potomac Foundation Dr. Phillip Karber.

 

 

 

 

 

 

Note:

Dr. Phillip Karber has been working in the Potomac Foundation since 1988, since March 2012 being the President of the Foundation.

An expert on international security and military strategy, a Professor at Georgetown University.

He headed the Center of Strategic Concepts (Institute for National Strategic Studies of the National Defense University, USA), worked as Adviser to the Minister of Defense on strategic issues. He conducted research and prepared recommendations for the defense strategy for government officials and US congressmen, advising governments and leaderships of NATO member-states.

At the request of the Government of Ukraine, in 2014-2015 he more than 15 times visited the area of the ATO in some districts of Donetsk and Luhansk regions of Ukraine, studying the experience of warfare accumulated by Ukrainian servicemen. Together with the former Supreme Allied Commander Europe, General W. Clark, he constantly analyzes the security situation in Ukraine and assesses the need of the Armed Forces of Ukraine in lethal defense weapons.

 
 

During the meeting, Vice-President of the Center “Borysfen Intel”, PhD in Military Sciences, Associate Professor, Lieutenant General (ret.) Yuriy Radkovets told the guest about the structure, directions and tasks of the Centre, the latest research findings and publications in national (including military-political and military) security, as well as about the partners of the Centre and results of its activity within the framework of joint projects. Yuriy Radkovets also shared the plans of the Centre for the next year and the nearest future.

For his part, Dr. Phillip Karber paid special attention to the preparation and peculiarities of Russia's “new-generation warfare”, its implementation and testing of new forms of war against Ukraine (strategy and tactics of the Russian side in “the new generation warfare”), testing and application of the latest modern weaponry and ammunition, as well as the activity of the occupants at the information front of the Russian-Ukrainian conflict.

During a working talks, they discussed the results of the participation of the “Borysfen Intel’s” experts in the European-American Workshop on Transatlantic Cooperation dedicated to “Russia's New Generation Warfare: Implications for the Baltic States and Poland”, which took place October 8-9, in the city of Vilnius and was organized with the assistance of the Potomac Foundation. Dr. Phillip Karber praised highly the participation of Ukrainian experts in the work of this forum and expressed interest in continuing such cooperation.

He also spoke about the main directions of work of the Potomac Foundation, presented the planned for the next year workshops and seminars on security issues with participation of representatives of the countries of Eastern Europe (Ukraine included).

The meeting was also attended by the President of the Foundation of Veterans of  the Military Intelligence of Ukraine, Major-General Yuriy  Levchenko,  who spoke about the role of veterans and volunteer movement in Ukraine. F. Karber  listened with interest about the  Foundation's helping veterans, publication of books, memoirs of military intelligence  officers and archives. The parties  exchanged thoughts  on a wide range of issues.

As a result of the meeting the parties expressed mutual interest in working on joint projects to assess the military and political and security situation around Ukraine, analytical support Ukraine's European and Euro-Atlantic integration, the reform and modernization of its Armed Forces, and so on.
