What Have the Leaders of the “Normandy Four” Agreed on?

October 20, 2016 at 23:00 in the live broadcast on the TV channel “1+1” TV program “The Right to Power”, at the invitation of the TV channel, was a military and political expert — Vice President of the Independent Analytical Centre for Geopolitical Studies “Borysfen Intel” Candidate of Military Sciences, Associate Professor, Lieutenant-General Radkovets Yuriy Ivanovych.

The theme of the “The Right to Power” program — Kyiv-Berlin-Donbas — was mainly about the results of the latest meeting of the leaders of the “Normandy Four” which took place in Berlin on 19th October 2016.

The most heated debate of the participants of the talk show was caused by the questions of development of the so-called “road map” for implementation of the Minsk Agreements, as well as bringing to the Donbas a Police (Armed) OSCE Mission with new functions.

In his comments and estimates within the framework of the discussion of these issues, Yuriy Radkovets stressed the absence of a final document on the results of the latest talks in the “Normandy Format” and this will allow different interpretations of the content and sequence of the fulfillment of the “agreements” reached, but will not allow to control their implementation. Besides, the expert drew attention of the present to the fact that even on the basis of “Minsk-1” (September 2014) decisions were taken on the establishment of the demarcation line between the parties (with the appropriate coordinates at the time), as well as about mandatory returning to Ukraine the control over the uncontrolled portion of the border. Both the first and the second questions in the course of the recent negotiations in the “Normandy Format” for some unknown reasons, have been ignored. Instead, more and more new decisions are being taken.

At the same time, according to Yuriy Radkovets, there is no alternative to the “Normandy Format” of negotiations to date, and the Minsk Agreements are so far the only basis for a peaceful resolution of the situation in the Donbas.
